The Excommunicator does not arrest. They remove. A religious enforcement figure built for church politics arcs, inquisitorial storylines, and campaigns where the divine institution is the problem, the official with the authority to end someone's standing in the only community that matters to them. Use them as the face of a corrupt religious authority, the inquisitor sent when the party has been asking inconvenient questions about the temple's activities, or the encounter that makes the party realize the church has a judicial system the civil authorities do not interfere with.
