Ssalthar Whiteshade has been planning the current situation since before the party was formed. A serpentine villain built for yuan-ti arcs, serpent cult storylines, and campaigns where the most dangerous enemy is the one who has been patient enough to let events develop on their own. Deploy them as the mastermind of a yuan-ti faction, the white-scaled anomaly who operates outside the normal hierarchy for purposes of their own, or the BBEG whose connection to the party's entire arc only becomes clear in the final act.
